Ballarat City Council formally backed the discontinuance of Ring Road at the rail level crossing in Mitchell Park to enable the Ballarat West Intermodal Freight Hub, with statutory works budgeted for 2026/27. The same meeting endorsed two Notices of Motion requiring reports on illegal hoon driving and rising vandalism of public assets, including a draft graffiti policy that will pursue civil restitution for repair costs.
Freight Hub Infrastructure
The decision on Ring Road supports delivery of the Ballarat West Intermodal Freight Hub. Council approved the statutory works phase with funding allocated in the 2026/27 budget. Mitchell Park is the location of the affected rail level crossing.
Public Safety and Asset Protection
Council endorsed Notices of Motion that will produce reports on illegal hoon driving and vandalism of public assets. A draft graffiti policy is included in the scope, with the aim of recovering repair costs through civil restitution processes.
Her Majesty’s Theatre Governance
An Expression of Interest process is underway to identify a new trustee for Her Majesty’s Theatre Deductible Gift Recipient funds. The change responds to Australian Tax Office regulatory requirements. A final report on the process is expected in April 2026.
Community Local Law Review
Community consultation for the mandatory 10-year review of Ballarat’s Community Local Law closed on 29 June 2026. The current law must be replaced by the end of 2027.

Strong progress was reported on Community Wellbeing implementation plans covering Early Years, Youth, and LGBTIQA+ inclusion. The updates were presented during the first Council Meeting of 2026.
