McCain Foods Ballarat has installed nearly 10,000 solar panels at its Wendouree plant as the first stage of what is believed to be Australia's largest behind-the-meter renewable energy system. The company aims for 100% renewable energy by 2030 at the site.

Ballarat already hosts BESS, Australia's first large-scale grid-connected battery. That installation supports the transition for a population of over 100,000 while the region builds additional capacity from wind, solar and geothermal sources. The combination of an early grid battery with distributed behind-the-meter solar creates a distinctive test bed for how mid-sized cities can manage high renewable penetration without waiting for distant transmission upgrades.

Local projects add scale and variety

Bioplant Energy is advancing a $165 million Waste to Energy and Materials Recovery Facility in the West Employment Zone. The plant will use pyrolysis to process 150,000 tonnes of municipal waste each year into renewable diesel, green hydrogen and electricity. Gaia Envirotech received a Waste to Energy Bioenergy Fund grant from Sustainability Victoria to build a bioenergy hub that converts organic waste through Rapid Composter and Anaerobic Digester technology. These facilities sit alongside the McCain solar array and the BESS battery, giving the city multiple waste-to-energy and storage assets in close proximity.

The Ballarat region is predicted to become Victoria's largest energy supplier by 2040, driven mainly by its expanding wind farms plus the solar and geothermal resources already under development. That forecast rests on documented project pipelines rather than speculative future builds.

Evidence of early mover status

Public records show the BESS battery reached grid connection first in Australia, the McCain array is described as the country's largest behind-the-meter system at this stage, and the Bioplant facility carries a firm $165 million price tag with a defined annual waste throughput. These concrete markers differentiate Ballarat from cities that announce targets without matching physical infrastructure already in place.

Further expansion will depend on continued operation of the existing assets and delivery of the West Employment Zone project. Local planning documents and grant records provide the baseline for tracking whether those steps stay on schedule.
